ASP.NET upgrade

Orchestrator now uses ASP.NET Core Module 8.0.

Bug fixes

• Sometimes, when a process tried to execute a file that could not be located, Orchestrator displayed an error that the system could not find the file specified. This behavior occurred while trying to run the MigrateTo-ResourceCatalog.ps1 script.
• Orchestrator displayed an error that you could only specify the READPAST locking hint in the READ COMMITTED isolation level, which caused the jobs to fail.

An issue is preventing webhooks for Action Center events from being sent.

Erratum - added August 7, 2024

The Disable when consecutive job execution fail count and Grace period on disabling the trigger (days) trigger options no longer require the feature flag Features.AutoDisableTriggerAfterConsecutiveJobFailures.Enabled to be enabled. This issue is fixed in 2023.10.6.
