删除本地用户基本身份验证

已从 Orchestrator 用户编辑窗口中删除“始终允许该用户进行基本身份验证”选项，该选项现在只能通过身份进行配置。除此之外，也不能再使用 Auth.RestrictBasicAuthentication 和 Auth.EnableBasicAuthenticationForHostTenant 参数。
