Clearer audit event summaries for user, group, and robot account actions

Audit event summaries for user, group, and robot account actions (create, invite, update, delete, and bulk delete) now name the actor as User instead of Administrator. Non-administrator users with the matching granular organization permissions can perform these actions, so the previous wording could wrongly suggest an administrator always did. Historical events display the new wording too, because audit messages render from templates when you view them.
