Bug fixes

• Fixed a bug that caued the initial hostname parameter to be overwritten by the hostname of the machine when upgrading to higher versions.
• When upgrading from 2021.4 to 2022.10, the actioncetnerurl parameter changed, which caused Action Center to fail working after the upgrade finished.
