# Enabling governance at project level

> Before working with governed objects (test cases), you must enable governance at project level.

Before working with governed objects (test cases), you must enable governance at project level.

To enable testing process governance, you must hold the **Test Manager Administrator** role, the **Test Governance Administrator** role, the **Project Owner** role or be assigned the **Test Process Governance** permission.

1. Go to **Settings**.
2. Select the **Governance** tab.
3. Toggle on **Enable Governance**.
4. Under **Default Governance State**, select **Governed** if you want any newly created object (test case) to be governed by default. If a newly created object is marked as governed, you can still disable the governed state for that object. 5. Under **Default Approvers**, assign the users which must approve and sign test cases for newly created objects.
6. Select **Save**.
